PARADISE / BUTTE COUNTY — October 22, 2026. The Butte County Board of Supervisors approved a permanent fine-free policy for overdue library materials on September 22 after a pilot program. The change is countywide, and residents who use Butte County library services — including Paradise-area households — may benefit.
No overdue fines does not mean no responsibilities
Under the county announcement, the library will no longer charge the traditional overdue penalty simply because an item is returned late. Charges still apply to materials that are lost or damaged, and items still need to be returned. This distinction helps borrowers avoid an expensive misunderstanding.
What the pilot showed
The county compared library service indicators during its trial. Lost items reportedly fell from 2,481, valued at $101,608, to 768, valued at $21,270, while the number of borrower accounts blocked because of balances of $10 or more dropped significantly. The county also reported increases in active library cards and visits.
Those are administrative indicators in a local pilot rather than a controlled study establishing that eliminating fines alone caused every change. They do suggest that removal of overdue penalties did not trigger the large increase in missing materials some readers might expect.
What to ask before borrowing
Residents should verify renewal limits, borrowing periods and replacement charges for a specific item with the library. People with existing balances should also check directly whether an older fee qualifies for waiver, rather than assume every balance automatically disappeared.
According to the county, the new policy applies across its library system. The newsroom is not asserting that every building is open at a particular hour. For current branch services see Butte County’s September 30 announcement and its library directory.
